Old school: You are describing defibrillator paddles. They have largely been replaced by self-adhesive pads that are applied directly to the patient's chest. If electricity is delivered (defibrillation or cardioversion) it is to correct a dangerous heart rhythm and attempt to reestablish a more normal rhythm that will circulate blood properly.
