No: Corticosteroids are not direct vasoconstrictors. They act by reducing the number and type of inflammatory cells that are present in the eye. It is those cells that release substances that cause the eye to get red, swollen, and itchy.

Steroids: No, they are non-steroidal anti-inflamatory. They can make the red go away, but are different from vasoconstrictors, that constrict the blood vessels.
