On a spontaneous cycle my gyn gave me small hormon therapy to improve size of follicle but it wouldn't grow more than 14mm. what are possible reasons?

Fertility problem: clomiphene is used to induce ovulation, but Graffian follicles are not usually 14 mm..perhaps 1.4 mm?.... Fertility induction is really best conducted with a practitioner expert in GYN endocrinology, and as a family practitioner I would refer this case.
