3yr w/ear tubes, left falling out. - just failed 2 oae tests in left (used 2 pass).. bone cond. = ok, air = 25db left, 10db. does this mean hear aids?

Not necessarily: It means there is could still be a hole in the ear drum that hasn't healed yet even though the tube has fallen out, thus some decrease in hearing. There also could be some fluid behind the drum as well. You need to discuss this with your ENT or pediatrician.
