Cyst: this is likely an unroofed sebaceous cyst. Take your mother to see her doctor or a Dermatologist to look at it. If I am correct it can easily be treated.

MD evaluation: Moles can range from benign lesions to malignancies. The description may be a benign sebaceous cyst or may represent an early malignancy like KeratoAcanthoma. However, because a lesion has benign cell types, does not mean that it cannot cause serious problems. The best advice for your mother is to allow a knowledgeable dermatologist or Board Certified Plastic Surgeon to evaluate.
