Show it to a doctor: Your description is a bit sketchy, but any new skin growth should be taken seriously. It sounds benign (not cancerous), but it should be seen by a doctor. If he/she is unsure, then it should be checked by a dermatologist.

Cyst ?: You are describing a cyst. Oftentimes cyst start as a tender and red lump that can form a hard bump. It would be advisable to see a Dermatologist for further evaluation.
