Urgicare: Urgent care centers will examine and may perform diagnostic testing for "Urgent" issues, such as an x-ray that will be read real time, or a "rapid strept" test, etc,...But any diagnostic testing that would require later follow up are usually not performed at an "urgent" care center.

Both can order: Both can order tests. I believe you might be confusing insurance issues with medical issues. Some insurance companies offer different coverage based on who orders your tests. It might cost you less if you go to a preferred provider. If cost is your concern, you need to contact your insurance carrier and/or read your policy. If you don't care about cost, either doctor can treat acute illnesses.

Pharyngitis: Any properly licensed physician can order diagnostic tests. It sounds like you have a garden variety viral pharyngitis. You likely just need an exam and may not need or get "diagnostic tests". Keep your throat moist, rest, stay warm. Don't get anxious.
