Inspissated glands : You're likely describing backed up oil gland secretions at the eyelid margins (meibomian glands). Sometimes a significant block occurs to form a sty. Warm compresses and gentle eyelid massage generally helps. Other bumps below the eyelid margin may be papillomas, milia, sebaceous cysts, xanthelasma, hydrocystomas, chalazion.
