This : This is mostly likely a pinqueculum which can occur because of dryness or the effect of uv light from the sun. It is not a reason for concern, but wearing uv protective sunglasses and using tears four times a day should prevent it from worsening.

Sun : Sun damage from over-exposure can result in changes in the white of the eye that can resemble a yellowish-plaque; this is called a pinguecula. It is generally more of a cosmetic issue. Sunglasses are your best protection to avoid the development of these changes.

It : It sounds like you are describing a pingueculum. It is usually a whitish or yellowish plaque that develops next to the cornea between the eye lids. It is caused by excessive exposure to uv radiation. It is a benign condition.
