Probably: Could be crusting from lid inflammation (blepharitis). If so, try rubbing the lashes with ocusoft pads. They're over the counter. Otherwise, see an eye md to be sure.

Cholesterol : Xanthelasma ( or xanthoma) is a skin condition in which fat builds up under the surface of the skin, usually around the eyes, just outside the eyelids. They are small yellow spots. They are common in people with high blood lipids, hypercholesterolemia. You need to get your cholesterol and serum (blood) lipids checked. Yellowing of the lids can also occur after injury fading after a few weeks.
