Postal worker shined the red light laser scanner in my eye from 2 feet away. looked at it for a few seconds. any permanent damage to eyes or vision?

Unlikely: The scanner is not high intensity or the workers themselves would be wearing protective goggles. If you got a pulse that is enough to do any damage, you would immediately see a "hole" in the vision ahead of you. I think in this circumstance you are nicely safe.

See your eye doctor: If the red light was a laser pointer and you stared at it for milliseconds, you might be okay if it was properly labeled in 3-5 mW, it's the nonlabeled ones (green lasers) that are problematic, but this may be a good time for you to visit your eye doctor anyway to have your annual dilated exam done too, and have them check.
