Four months ago today, i had fractional c02 laser resurfacing. today, suddenly, my cetaphil moisturizing cream caused a stinging sensation & redness on the skin around my eyes. i tried substituting with cerave---same thing. why might this happen?

Stinging and redness is a sign of skin irritation or inflammation of some sort. For now, you should avoid applying any cream that causes that reaction. Then, you should see your dermatologist to see if it is related to the laser treatment or if there is some other cause. Once a diagnosis is made, a treatment can be rendered. Good luck!
