Work on it: The first months are troubled by narrow nasal passages & exposure to dust, fragrences, smoke & other irritants.Baby tries to flush these out of the nose with mucous but this often ends as congestion & produces rattling with breathing. The best rx is washing out the nose with saline & suctioning the remainder. Eliminate irritants from babies environment & this will happen less.

Need more info : Is he making a noise like stridor or wheezing? Many babies at this age show breathing discomfort whenever they have any mucus in their nasal passage. This is because they haven't learned to breathe thru their mouths as older people. If the baby otherwise looks normal, eating well, no vomiting if fever, there shouldn't be much to worry about. unless develops any of the symptom listed above.
