Nasal congestion: You don't mention his age. Decongestant nasal spray, if used appropriately, will alleviate the nasal congestion. Ask your pharmacist to recommend a spray but be certain to inform him/her of your son's age.

Hydration: No harm in increasing the amount of fluids he is taking in and using a nasal wash with salt or saline nasal spray. But if he is still having difficulty, he should be examined. Good luck!
