Bruised nerve: Crush injuries to the top of the foot often bruise one or more of the nerves on top of the foot.(see picture) . Most common nerve injured is the deep perineal nerve that supplies sensation to the 1st and 2nd toes . Any shoe that contracts the area where it is injured ( will increase the tingling.This may take months for it to go away . See foot doc to confirm

Localized edema.: I'm not so sure that the metatarsal is raised up. More than likely, if that were the case, you would be in some considerate pain. It might be that the raised area is due to soft tissue edema caused by the crushing injury. As stated before this has affected the ability of the nerve to transmit normal signals leading to the tingling.
