What you feel: if on the temple is likely your temporal artery. Veins may bulge but do not pulsate. Feel the opposite side for the same thing and if you do feel it then not to worry.

Muscle twitching: Veins are usually not pulsatile. What you are feeling might be muscle twitches. If there is no associated swelling or any change in normal appearance, it is most probably benign, nothing need to worry about, if persist or spreads to other parts of the body have it examined by a physician.
