Consult nutritionist: A consultation with a nutritionist would be a great place to start your journey in to a better way of eating. Your primary healthcare provider should be able to help you arrange this. Alternatively, most state health departments have free access to healthy lifestyle programs. A diet of only boiled rice would be nutritionally incomplete.

Don't do that.: I'm assuming your weight is 90kg, as 90 pounds would be slim (probably too slim, actually). That being said, any healthy diet plan is varied - complex carbohydrates like brown rice, lean proteins and small amounts of healthy fats such as from olive oil, fish and avocados. Just eating boiled rice is very limiting and would not afford you healthy weight loss.
