Yes: There is a wide variation on when the menarche is. Fourteen years old is well within the normal range.

Common: During the first menstrual year, it is common for girls not to ovulate, and ovulation is the usual signal to initiate the next menses (when conception does not occur). Irregular cycles with a delay of up to 90 days are sometimes seen,(That menses may be very heavy). After the first year, ovulation and menses become more predictable.

If she is overweight: that could play a role of not getting her periods. Also if taking medication that could be the cause of not getting her period. See her pediatrician for an evaluation.
