Multifactorial: You do not ovulate before menarche. The age if menses depends upon genetic factors, girls's weight , environmental factors etc. Usually there are approximately 2 years between the beginning of breast buds and a period.

Varies: Menarche is driven by estrogen, the dominant female hormone and may or may not be preceded by ovulation.My first delivery to a 13 yo had never reached menarche. Many girls do not ovulate on a regular basis for 6m-1yr post menarche & cycles are often irregular.Many have a clear to grayish discharge in the months prior to starting. 2 to 2,5 yrs after nipple emergence is a common starting point.
