Hard to say: I find most parents ignore the obvious cause of a lot of congestion in kids. Fragrances, dust, fumes,smoke, all cause drainage as often as any allergen, but no amount of anti-histamines will change their effect. Checking out the kids sleeping area for these agents and removing as many as you can could help.
