Yes on average: Bacteria are programmed to grow at rates related to environment including food source availability, competing organisms and temperature. On average if the temperature is raised a little, the bacteria can grow faster. It too much of a rise, that may inhibit the growth. Bacteria inside the body grow adjusted to a fairly uniform temperature, but outside temperature will have little effect there.
