Why not tap water?: Most tap water is perfectly safe to make infant formula with, and likely does not need boiling. Most city tap water contains adequate fluoride and is comparable to nursery water. Bottled water is regulated by the FDA, but mineral content is highly variable, which is somewhat concerning if given to an infant over long periods of time. Fluoride in water is not necessary until teeth are visible.
