Doesn't matter: at 15 weeks pregnant, your HCG level doesn't matter. The baby and the heartbeat should be easily seen on ultrasound and heard by doppler.

Yes, its normal: HCG levels in pregnancy tend to peak around 10 weeks gestation and from that point on decline during pregnancy. At 15 weeks the HCG level is highly variable. It can be in the 13,000 range all the way to the 200,000 range. For most practical uses, the HCG level isn't helpful after 10 weeks. The presence of a fetal heart-beat and appropriate growth on ultrasound are used instead.
