Ncv/emg neg,couldn't feel needles from elbow up,mri showed mild disk bulge c3-c4,neuro said norm.what's causing severe burning,pain,wkness hands/arms?

Burning pain: and weakness can be caused by many conditions. Ask the neurologist what they think is causing the problem. If you don't feel comfortable with the answer get a second opinion.
