NHS: Since healthcare coverage is specific to the country and insurance policy (if there is one), the best person to answer your question is the caregiver. Not much information is given in your post, so it's hard to answer you with specifics. It may be that dentures are not covered under your plan.

No, free is free: If you are qualified for free dental implants treatment the temporary denture is also free. It is great that you have reached out and that you decided to do something about your dental health. Not sure: You would have to ask the provider network in the UK. In the USA you would only be covered for one or the other, if the insurance even covered the implant treatment. Check before you move ahead. Good Luck.
