Discuss with doctor.: An ENT (ear, nose and throat/otolaryngologist) specialist would be the best one to help make that determination. Usually 7 strep infections in a year or obstructive sleep apnea are stronger indications for performing a tonsillectomy, but each patient should be evaluated on a case by case basis. Ask your primary physician for a referral to the specialist, if you don't know of one.
