If by absent reflex: ....you are referring to the acoustic or stapedius reflex which activates the tensor tympani muscle which tightens the eardrum so that loud noises are attenuated (muffled a bit) then, the answer is YES. In Bell's Palsy this reflex may be compromised. Sounds may seem significantly louder and even distressing on the side of the facial palsy.
