See a doctor: could be normal reaction but you have to make sure she does not have one of those illnesses that could be exacerbated by sun or she is not photo sensitive a doctor can order the appropriate tests good luck

Sunburn: For a kid that has been expoused to a sunburn use calamine lotion, or aloe vera-based gels to provide some relief this usually shouldn't last longer than 3 days. Next time remember to use sunscreen at least 50 SPF protection and reaply after two hours. Do not forget to give them plenty fluids in this hot summer.
