Safe: 1/2 cup of chlorine bleach in a bathtub of warm water is a time honored treatment for kids with eczema - it reduces bacteria on the skin. A bleach bath will not hurt her, but wont' help a sunburn. Prevention is the best medicine for sunburn: SPF 30 applied every 2 hours.

Safe but silly: The diluted bleach will not lighten her tan. There are skin bleaches but they have to be used very judiciously or else you get splotchy results. Her suntan will naturally lighten during the winter months when sun exposure is lower. And if she doesn't want to be so tanned in the future she should use a sunscreen with an SPF of at least 30.

Yes, if: 1/2 cup in a tub of water is called a bleach bath and it kills bacteria like staphylococcus. More concentrated than that could provoke an irritation of the skin. I hope it doesn't interact with the colorant in her artificial suntan--I have no experience there, but I hope she doesn't turn orange. She should call the spa as they might know the best way to lighten the dye.
