Yes: Our veins carry blood that has had most of the oxygen removed from it -- that's why it looks blue. We often will notice something about our body that we haven't before -- that is normal. The best way to know if it is OK, is to see your doctor. If you're not worried, and no one else has noted, take a "selfie" of your neck, so you can watch for any change. Yes and no: If other symptoms associated with it ( like swelling of face, swallowing difficulty, breathing difficulty etc) then It is something to be concerned about. Seek MD help ASAP. If it is just an incidental finding, then nothing to worry about
