Sleep study: Have him see a pulmonologist who specializes in sleep disorders. They will do a sleep study and determine the best treatment. It's very important to do this because leaving it untreated can cause heart trouble.

Sleep apnea?: He ought to be screened/tested for sleep apnea. If he does have it and gets the treatment he needs you will have added years of quality life to his life expectancy.

New procedure: there is an up and coming procedure that involves placing a rigid structure in the roof of the mouth, which can be done right in an office setting and there is a device that can be implanted that delivers small electrical impulses to the back of the throat. Neither one of these are in widespread use but should be soon and look promising.

Sleep Apnea: Your father may have obstructive sleep apnea, which is a disorder caused by increased movement of the back of the throat during sleep. This can lead to severe snoring but also increases his risk for heart attack, stroke, pulmonary hypertension and diabetes. I would recommend that he discuss this with his primary doctor, who might get a sleep study or send him to an ENT doctor for surgery.
