Yes: tight shoes from supports causing foot pain usually does not need an xray but getting it checked for other conditions that can be aggraavted by this can be helpful

Yes they can!: Your PCP can certainly order an X-ray, if he or she feels that it's necessary. You really don't need to feel obligated to see a podiatrist first, as there may be a very simple solution to the problem. Also check with whomever sold you the shoes and see if they have seen this before and have suggestions.
