Probably not: I would see your medical doctor for further evaluation. Ocular migraines or retinal migraines are sometimes not associated with headache. They are characterized by a visual symptom called scintillating scotoma. Persistent visual loss and numbness are likely not due to migraine. These symptoms could be due to neurologic condition that needs attention. Cardiac tests are likely negative at 19.
