Are radiculitis and radiculopathy the same thing?

Basically yes: Radiculitis refers to inflammation of a nerve root itself. Radiculopathy refers to the symptoms that occur along the distribution of that nerve because of the inflammation.

Not exactly: Radiculitis refers to inflammation, and irritation of the nerve root, usually presents with pain along the dermatomal pattern of innervated by the effected nerve root. However, radiculopathy is term which encompassing additional conditions which affect the nerve root, such as demyelinating nerve condition, systemic rheumatologic condition, and others.
