Use caution: Diabetic infections can be notoriously worse than they appear on the surface. Signs of illness like fever and inflammation can sometimes less severe than how severe the infection actually is. You should get this checked out without waiting, just in case it is worse than it appears.

Get examined: I am assuming your diabetes is well controlled. Since diabetes, however, weakens your resistance to infections, a "blister" may actually become an infection that can quickly spread, and a topical (cream) antibiotic would be of no help. Do apply warm compresses, and get evaluated by your primary medical provider just in case this may represent something serious. Hope that helps.
