2 mos is long time: Normal blood clotting doesn't mean you can't injure your skin and develop bruising. However, 2 months is a long time for something like that to heal. Skin infections can happen after shaving, but again, should not take 2 months to heal. A medical exam will help determine the cause and any needed treatment.

Close shave!: Two months ago, your razor blade apparently cut too deeply into the skin and cut some of the tiny capillaries underneath. When these capillaries clotted, they left behind tiny scabs. Technically, petechiae result from capillaries that rupture and bleed under the skin, so they don't form scabs.. But you're close!
