Nasal saline : There is really no medicine that provides much help in this age group.Keeping the nasal secretions thinned out with saline & suction & using tylenol (acetaminophen) if grumpy are the main treatment. Some physicians will use some otc meds after they have examined a child & decided it may help.

Saline and suction: Babies are obligate nose breathers. They dont know how to blow their nose and so congestion for them can be miserable. Lay the baby on his back. Place 4-5 drops of saline solution in each nostril. Pinch one side of his nose closed and use a bulb syringe in the other nostril to suck out the mucous. Repeat on the opposite side. Do no more than 2-3 times daily as needed to void irritation.
