Mouth lesions: Skin tags are outpourings of skin. They do not occur in the mouth. White patches in mouth can be canker sores or aphthous stomatitis. Not caused by HPV.

Skin Tags: Most likely, they are not related to HPV, but when in doubt see your dermatologist for a biopsy to confirm.
