My daughter has a double fracture ( buckle ) to her foot , took her to hospital and they only dressed it , should a cast. not have been on . ?

Depends: There are certain fractures about the foot and toes that so not need a cast but I would need to know what she broke

Fracture: If this is a small non-displaced fracture(s), possibly not. This is very individualized. I once broke my foot, cut off the poorly applied cast and wore a tightly laced army paratrooper jump boot. Worked great. She probably needs to be on crutches and avoid weight bearing.
