Not really: Maybe your neck was in an awkward position during the surgery and you sustained a bad sprain. If not better with pain meds and heat,rest, then see the dr. for an evaluation.

Not related ?: "Horrible neck and back pain" would not be a result of the actual surgery, unless somehow your body position became twisted in some way, or you were predisposed to this, and it might have actually occurred prior to, during or after the surgery.
