Unclear question: Were you exposed to a source of HIV 19 weeks ago? If yes, negative result with oraquick does not rule out HIV as antibody formation take up to a year. To be sure, discuss with your doctor the HIV nucleic acid test, that would be definitive at this stage.

Hiv: can take 6 months or longer to turn positive after exposure. You should both see your doctor to be checked for other causes too.
