Grade 3 torn ligaments lateral sprain - on aircast for 3wks how much longer do i need to be on it? do i need a regular sprain bandage after its off?

2-4 wks: I assume you sprained your ankle. Grade 3 tears are complete tears they need additional time to heal. You need to be monitored by aphysician, probably an orthopedic surgeon. You will need some rehab afterwards as well.
