See allergist: There are many reasons and some of them include extreme allergy (in which no drugs would do much for you), improper technique in using the Rx nasal spray, or the problem may not be an allergic one at all . That's why you should consult an allergist to help sort this out.

Neurology: I would see your neurologist for a check up. Sometimes sinus symptoms are actually migraines. You may also need a CT scan of the sinuses done to see if there is any swelling in the sinuses.
