I have small pimple like bumps on my legs. they are not in clusters just one here and there, but the skin around them is itchy all the time.

Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor. In the meantime try to stop shaving your legs, if you do that, and see if that resolves the matter.
