Folliculitis: If you recently shaved the areas this could be caused by inflammation around the hair follicles called folliculitis. You can try using over the counter acne washes to help with your condition, but if it persists it is important to have it evaluated by your physician or dermatologist. New rashes which are spreading should be seen as soon as possible.
