Quick: Ear infections are not contagious. It is usually a viral infection (in children) that causes the ear infection - that is what is contagious.

When comfortable: If the ear infection seemed to occur independently of other symptoms (no cough, significant nasal drainage, etc.) then they are unlikely to be a high risk of passing infection to others. The limiting factor is going to be their comfort. If they are not requiring pain medication or feverish, they can probably return to school without significant concern.
