Neither: Fordyce spots or "pearly penile papules" tend to vary in prominence from time to time. Is used as an additive in many cosmetic products & can be used to control mildew. Garlic is a healthy food & improves taste when added to a multitude of dishes & can be eaten raw. Neither will have any effect on Fordyce spots.
