My kids were playing with an unvaccinated dog in mexico, even though they weren't bitten by the dog, should i worry about rabies?

No: Rabies is only transmitted through breaks in the skin surface and deposition of the virus deep into tissue. Just playing with a dog would not do this. Further, a rabid dog would not allow itself to be played with, so I doubt the dog was even infected.
