I am unsure that my dr is correct of mylupus diagnosis (no labs + other than ana) 2nd opinion dr says no lupus if i take plaquenil (hydroxychloroquine) w/o disease will hurt me?

No plaquenil (hydroxychloroquine): Plaquenil (hydroxychloroquine) is not an innocuous drug and needs careful follow-up. A positive ANA is present in many apparently healthy people and a diagnosis of lupus must not be made lightly based on this test alone. Follow the 2nd opinion and consider finding another family doctor.
