Can a ct scan tell the difference between scar tissue and normal soft tissue?

It depends: Depending on the body part being scanned, a CT can usually distinguish between normal soft tissue and abnormal soft tissue. Whether or not the abnormal soft tissue is a scar may or may not be easily determined. Scan parameters and clinical history play a role.
